JAMES E. MOYE established the firm of MOYE, O'BRIEN, PICKERT, DILLON & MASTERSON, LLP in 1989. In the last 34 years, it has grown into a nationally recognized construction law firm handling matters throughout the United States of America, Europe, the Caribbean basin, Central and South America, the Middle East, North Africa, and Canada. Jim's background is in engineering and he is most frequently involved in complex issues on multi-million dollar vertical and horizontal construction projects. Jim's practice involves some of the most significant construction matters currently on-going. His practice deals with the legal representation of general contractors, owners, design professionals, and other construction-related participants involving a broad array of issues including contract negotiations, contract disputes, delay, acceleration and disruption claims, design negligence, construction defects and bid protests.

Mr. Moye’s most recent work includes representation of the design-builder on claims in excess of $650M on the multi-billion light rail project in Los Angeles; representing the design-builder on claims in excess of $300M on the multi-billion light rail project in Virginia; representing an EPC contractor with claims in excess of $200M on a 1000 megawatt natural gas-fired combined cycle power plant with a value of $500M in Maryland; representing the design-builder on a 3P road and bridge project in Denver, Colorado on claims exceeding $250M; and representing the design consortium on the multi-billion dollar Third Lock project in Panama. Mr. Moye’s past legal work has involved projects as diverse as seismic retrofit work on the Golden Gate Bridge on the West Coast to the high speed rail project from New Haven to Boston on the East Coast, and from bridge demolition projects off the coast of Venezuela to heavy highway and bridge projects in the Northeast.

Jim is a member of bars of the States of Florida, Georgia, Texas, Virginia, and of England and Wales. He has achieved the highest rating for construction lawyers in the Chambers & Partners "The Client's Guide," Construction (2004 - present). Jim is a Certified Arbitrator, Florida Supreme Court. Jim co-authored the "Construction Law," USA Chapter, The European Lawyer Reference Series, 2012. Jim also co-authored a chapter regarding the competitive negotiation of government construction contracts for the third edition of Federal Government Construction Contracts, which was published in 2017 and “Certificates of Merit: Practical Guidance to Avoid Procedural Pitfalls” which was published by the American Bar Association’s Under Construction in the Winter 2020 edition.
